Third Plenary Session of the 10th Guangdong CPPCC Opens, with Improvement of Livelihood Being the focus of the Proposals
The Third Plenary Session of the 10th Guangdong Chinese People's Political Consultative Committee (CPPCC) commenced in Guangzhou this morning (Jan 28th) during which the President and Vice Presidents were selected. Improving people's livelihood will be the center of this year's discussions. More from our reporter Zhang Keng: How to reduce noise pollution created by the construction of the Asian Games venues and infrastructure; in what way people's income can be raised; those are some of the major concerns reflected in the proposals to be presented by Guangdong's CPPCC members. A regulation to strengthen the handling of proposals presented by the members will be released before the end of this year. What's more, leaders will be evaluated on the basis of how effective they are in handling the proposals. Sun Zejun, one of Guangdong's CPPCC members, "It is a positive change as in the past, when our proposals weren't effectively managed, there was nearly nothing we could do. But now the situation seems much better and the departments receiving our proposals now give them more thought than before."

Strain Still Expected over the Power Use in GD China Southern Power Grid believes that electricity consumption will remain high in the 1st 2 quarters before dropping slightly in the middle of the year. However, supply might not be able to meet demand and a differential of 3 million kilowatt-hours is expected. Measures will be adopted to guarantee electricity supply by increasing electricity prices for industries over-producing.
