Pilot program in Shenzhen lessens role of government
A Ceremony was held yesterday (September 8) to unveil the name plates of the 31 new departments that make up Shenzhen's municipal government now that the city has undergone an intense restructuration to rationalize procedures and cut down on waste. The reform has merged 46 departments into 31, which is far lower than the 40 set by the central government. The government cancelled or transferred 194 approval rights, including the approval for pilot projects that promote recycling, the approval of preferential tax cuts to medical organizations, and the approval for the suspension or resumption of business.

GZ to Crack Down on Illegal Renting of Affordable Houses
Guangzhou is carrying out a thorough inspection to crack down on people illegally sub-letting property purchased or rented thanks to the government's subsidy program for low-income families. After 4 families owning or renting affordable houses in Jianshazhou community were caught sub-letting their property the case was made public. Indeed, these houses are sold at a much cheaper price than the normal market value. But according to the regulation and to prevent abuse, those benefiting from these cheap houses are not allowed to rent or sell their house in the first 5 years. Those found guilty of violating the aggreement have been ordered to return their house to the government and have been banned from buying affordable housing for the next 5 years.

Guangzhou to Promote solar water heater system
Guangzhou plans to make it compulsory for new architectures to have installed a solar water heating system. A survey conducted by the government shows that over 90% of citizens have a strong desire to use new energies. Guangzhou's material innovation and new energies management office revealed that related departments have held a conference to discuss the details of this new policy.
