Indeed, these houses are sold at a much cheaper price than the normal market value. But according to the regulation and to prevent abuse, those benefiting from these cheap houses are not allowed to rent or sell their house in the first 5 years. Those found guilty of violating the aggreement have been ordered to return their house to the government and have been banned from buying affordable housing for the next 5 years.
