According to the document, agriculture should see important technological developments; rural inhabitants' annual revenue is expected to reach 9000 Yuan per capita by 2012, and pension schemes will be set up. By the year 2020, the annual revenue per capita for rural inhabitants is expected to reach 18,000 Yuan.
