Deepening the reform of administrative approval system in order to be more efficient
Simplify approval procedures for foreign investors. We ought to carry out "Decision of the State Council Concerning the Reform of Investment System" (Central Government Decree No. 20, 2004), delegate to municipalities approval authority of projects (encouraged category and permitted category) under USD 100 millions, and then foreign trade and economic departments of these municipalities will handle these projects according to No. 11 Decree of Guangdong Provincial Government, and are responsible for granting confirmation letter of foreign investment project. The infrastructure and mining projects invested by foreign investors from USD 30 to 100 million, will be sanctioned by Provincial Commission of Development and Reform, and their contract and regulations will be approved by Provincial Department of Foreign Trade and Economic Cooperation. The category of these projects will be made by the above two organs and publicized by the former. The restricted category of foreign investment projects still obeys the existing regulations. Pace up land usage approval. All applications of enterprises for using lands, for those meeting the requirement, approval should be completed in regulated time limit. For those using state remnant land construction, approval should be completed within 30 working days, land registration should be handled and land usage certificate should be issued in time. For provincial key projects, high-tech projects and vital foreign investment project, the land usage approval should be speeded up, and some person should be specially assigned to track the schedule.
